ECDA Appoints 110 Pedagogical Leaders and Introduces Additional Domains to the Early Childhood Learning Communities

To support this, Play-based Learning and Numeracy have been elevated as two stand-alone domains to strengthen professional quality across the preschool sector.

The Early Childhood Development Agency (ECDA) appointed 110 Pedagogists And Specialists in TEaching and Learning (PASTELs) for the third cycle of the Early Childhood Learning Communities (ECLC). As part of the Quality Preschools 2030 vision, there will be a strong focus on deepening the competencies of educators to deliver better holistic child outcomes. To support this, Play-based Learning and Numeracy have been elevated as two stand-alone domains to strengthen professional quality across the preschool sector.

At the appointment ceremony on 22 April 2026, Minister of State for Social and Family Development, Mr Goh Pei Ming, said that these additional domains, together with enhancements to the existing domains of Social and Emotional Development and Inclusive Practice, will better equip educators in supporting children’s holistic development and responding to evolving sector needs.

Strengthening Professional Quality Through Pedagogical Leadership

The ECLC is a platform where experienced educators share practical insights with their peers and grow alongside one another. Through Communities of Practice (CoP), PASTELs and educators collaborate to share insights, deepen pedagogical expertise, and bring best practices into their centres.

To strengthen the implementation of CoPs and widen the reach to more educators in the sector, ECDA will partner the Association for Early Childhood Educators Singapore.

Resource Person for the Play-based Learning domain, Dr Cynthia Lim from the Singapore University of Social Sciences said, “During play, children explore, experiment and create through experiences that are meaningful and interesting to them. It is more than having fun; it is how children make sense of the world around them.”

Supporting Educators’ Well-being and Professional Growth

Beyond strengthening pedagogical leadership, ECDA remains committed to supporting educators’ well-being and professional growth. When educators have supportive work environments, they are empowered to thrive in their roles and pursue meaningful professional development opportunities.

To better support the 28,000-strong early childhood workforce, ECDA has convened a sector-wide job redesign project to review job scopes, work processes and support structures in preschools to improve work experiences. 

“As leaders in early childhood education, your role goes beyond the classroom – you shape practices, support fellow educators, and contribute to raising the quality of the entire preschool sector. Together with the educators and families you work with, we can build a strong foundation for every child and realise our Quality Preschools 2030 vision. To all our PASTELs, congratulations and thank you for your commitment to the sector,” said Minister of State Goh Pei Ming at the Early Childhood Learning Communities Appointment Ceremony.
