Child abuse is a serious concern, and in Singapore, everyone has a role to play in safeguarding the well-being of children. Whether you’re a victim, parent, teacher, family member, neighbor, or even a concerned stranger, there are clear steps you can take to report abuse and ensure the safety of a child.​

Recognizing Child Abuse

Child abuse encompasses various forms of harm inflicted upon a child by a parent, caregiver, or any individual responsible for their care. This includes:

  • Physical Abuse: Inflicting physical injury through actions like hitting or shaking.
  • Emotional and Psychological Abuse: Behaviors that harm a child’s self-worth or emotional well-being.
  • Sexual Abuse: Engaging a child in sexual acts.
  • Neglect: Failing to meet a child’s basic needs, including food, shelter, education, and medical care.​

How to Report Child Abuse

If you suspect or witness child abuse, it’s crucial to act promptly. Here’s how:​

1. National Anti-Violence and Sexual Harassment Helpline (NAVH)

  • Phone: 1800-777-0000 (24/7)
  • Online Reporting: NAVH Reporting Form

Trained professionals will guide you through the process, ensuring confidentiality and appropriate action.​

2. In Immediate Danger

If a child is in imminent danger:

  • Call the Police: 999
  • SMS: 70999 (for situations where speaking is not safe)
  • Online Reporting: ​Family AssistMSF+2MSF+2MSF+2

3. Ministry of Social and Family Development (MSF)

  • Consolidated Hotline: 1800-111-2222
  • Online Reporting: Say “Child Protective Service” when prompted to be directed appropriately.​MSF+2MSF+2Family Assist+2

Information to Provide When Reporting

When making a report, provide as much detail as possible:

  • Description of the suspected abuse or neglect.
  • Location and time of the incident.
  • Child’s name, age, and address (if known).
  • Details of the alleged abuser, including their relationship to the child.
  • Your contact information (optional, but helpful for follow-up).​MSF

Note: Reports made in good faith are protected, and your identity will be kept confidential.​

Additional Support Services

  • ComCare Hotline: 1800-222-0000 (7am–12 midnight daily)
    • For financial assistance and social support.
  • Samaritans of Singapore (SOS): 1-767 (24/7)
    • For emotional support and suicide prevention.
