Preschool CCTVs Installation Deadline: Sun Xueling Addresses Procurement & Tampering Concerns

The Early Childhood Development Agency (ECDA) recently announced that preschools in Singapore will be required to install CCTVs in schools starting from July 1, 2024. This decision on preschool CCTVs sparked a discussion during a parliamentary hearing on September 18.

Minister for Social and Family Development, Sun Xueling, addressed concerns from Members of Parliament (MPs) about the new mandate.

Understanding the Timeline and Guidelines for Preschool CCTVs Installation Mandate in Singapore

One of the main queries was why the mandate couldn’t be enforced earlier than the stipulated deadline. In response, Sun explained that preschools need adequate time to procure and install the CCTVs correctly. They also need to identify suitable locations for placing the cameras. She clarified that currently, 60% of preschool operators and almost all early intervention centres already have CCTV in place.

“We must ensure that operators on the ground are fully equipped to do it appropriately and properly when we announce a policy that’s mandatory,” Sun stated.

To assist with the transition, ECDA issued guidelines outlining the ideal locations for CCTVs, such as classrooms, activity rooms, play areas, and infant napping rooms. Moreover, Sun encouraged centres to comply with the mandate as soon as they can, stating, “Please install CCTVs earlier if you can.”

Addressing Tampering Concerns in the Era of Preschool CCTVs

Another concern raised during the discussion was about the potential tampering of CCTV footage before parents could review it. They also highlighted the possibility of incidents occurring in blind spots not captured by CCTVs.

Sun assured that tampering with CCTV footage is a criminal offence. She confidently stated, “If any operator were to tamper with the footage because they want to obscure wrongdoing or cover up wrongdoing, rest assured that the authorities will take firm action against such operators.”
