The Ministry of Education (MOE) recently announced that they will be making changes made to the Primary One (P1) Registration Exercise starting from next year. This includes combing Phase 2A1 and Phase 2A2 as one whole Phase 2A.
The details about the changes to the P1 Registration process were shared in a press release by MOE last Thursday (9 September).
These changes are to be made to ensure mainstream schools remain accessible to children from all backgrounds.

The current Phase 2A1 for the latest P1 Registration exercise is for children whose parents are either alumni or members of the school’s management committee or advisory board.
MOE introduced the P1 Registration Phase 2A1 in 1999 to encourage stronger alumni and community support for schools. From then on, former students and alumni associations have been actively contributing to the schools in their own way.
Meanwhile, the current Phase 2A2 is for students with parents who may be alumni and for those with a sibling who may also be alumnus at their chosen primary school. It is also for parents who work as staff members of the school or whose children are in the MOE kindergarten located in the school.
“It is timely to review the fine differentiation of priority between stakeholders in Phases 2A1 and 2A2,” says MOE.
Phases 2A1 And 2A2 To Be Combines As A Single Phase 2A

With the addition in reserved places for Phase 2C, you might notice fewer places in earlier phases.
If Phases 2A1 and 2A2 continue to be separated, MOE expects that several schools could end up with relatively few or even no slots left for those registering in Phase 2A2.
“Phases 2A1 and 2A2 will therefore be combined into a single Phase 2A to ensure that all Phase 2A2 registrants continue to have a chance to register under Phase 2A,” the ministry says.
Combining these phases will also provide priority admission for MOE Kindergarten children to support their transition to Primary One.
Therefore, both Phase 2A1 and Phase 2A2 registrants will be able to register under the newly combined Phase 2A.
