Looks like our year-end travel plans no longer have to be cancelled this year around as more Vaccinated Travel Lane (VTL) countries have been added to the existing list. And yes, the kids are invited, too!
With the announcement of the expanded VTL scheme, the authorities have confirmed that children under 12 can travel quarantine-free as well. Now that there is no need for quarantine or stay-home notice (SHN), families can enjoy a relaxing vacation and freely return to their homes once back in Singapore.
If you’re just excited as we are to finally take off on a plane, then you’re in the right place as we have listed all you need to know about Singapore’s new travelling rules.
Who Can Qualify For The Vaccinated Travel Lane In Singapore?
Before you start planning where to go next for your family trip, you should know that there are still existing travel requirements.
1. Fully vaccinated individuals
All individuals who have completed both jabs and are fully vaccinated can be allowed to travel on the Vaccinated Travel Lane in Singapore.
Do remember that you are only considered fully vaccinated two weeks after you have received two of the doses of Pfizer-BioNTech, Moderna or other vaccines listed under the World Health Organization (WHO) emergency use list.
2. Unvaccinated children aged 12 and under
Children aged 12 years and below who are unvaccinated can travel on the VTL as long as they are:
- Singaporean, a permanent resident, a long-term pass holder or a short-term visitor
- Accompanied by a fully vaccinated traveller
3. Remained within Singapore or among the VTL countries
Individuals must also have remained in any of the vaccinated travel lane countries or in Singapore in the last 14 days before they return to Singapore.
Vaccinated Travel Lane In Singapore: What You Need For Flights
For the VTL flights, here are several things travellers should keep in mind before going up in the air again:
- You must be flying on a designated VTL flight for safe re-entry to Singapore and to qualify for no quarantine.
- Those departing from VTL countries or regions may transit via any of these designated VTL areas. This is also subject to the transit country or region’s VTL being in effect.
- Individuals travelling to Singapore must only have been to their vaccinated travel lane country or region of departure and/or Singapore. This is within the last 14 consecutive days before departing for Singapore.

As for the things travellers need before they can fly to their chosen vacation spots, here are the following requirements to enter the vaccinated travel lane to Singapore.
1. Vaccinated Travel Pass (VTP)
Those wanting to apply for a VTP must do so between 7 and 30 calendar days prior to the intended date of entry into Singapore. You can start applying here now as there will be no charge for each application!
Meanwhile, children do not need to apply for a vaccinated travel pass.
Once your application is approved, you will receive your VTP via email. This will only be valid for a single entry into Singapore anytime for your intended date of entry as well as up to 6 calendar days after.
To re-enter Singapore, you must also comply with the conditions of the VTL and the prevailing immigration requirements of the Singapore Immigration & Checkpoints Authority (ICA). You can find the complete conditions here.
2. SG Arrival Card
All travellers must submit their electronic SG Arrival Card prior to arrival in Singapore.
You will be required to submit your health, travel history and accommodation declarations. You can do so electronically via the SG Arrival Card e-service which you can find here.
You must submit these no earlier than 3 days prior to your date of arrival in Singapore.
3. Visa
For those who require a visa to enter Singapore, you have to separately obtain a valid visa.
You are advised to do so after receiving your VTP approval and before departure for Singapore. You are also encouraged to apply for your VTP early.
If you happen to have already been issued a visa that is still valid or are eligible for the visa-free transit facility then there is no need to apply for one.

Things to take note of:
- General travel is currently not allowed in Brunei.
- South Korea will allow general travel under the VTL but not for those unvaccinated. This includes children who do not qualify for vaccination and those medically unfit for vaccination.
- Starting from November 8, Australia will only allow fully vaccinated Australian citizens and permanent residents into the country.
- New South Wales and Victoria, Australia will begin allowing all vaccinated travellers from Singapore starting on November 21.
- From November 8, all vaccinated travellers from Australia will be allowed to enter Singapore.
- Travelling to and from Malaysia on the VTL will only apply to air travel. This does not include land travel via the Causeway or Second Link.
Returning Home To Singapore: What To Know About PCR Tests
While returning Singaporeans, Permanent Residents (PR), long-term pass holders or short-term visitors and unvaccinated children no longer require quarantine or SHN. But these individuals still need to take the PCR test.
Sounds like a bit of a hassle but don’t worry! The process is quite simple.
You just need to test negative on the COVID-19 PCR test taken 48 hours before your departure to Singapore. Once you arrive, you need to test negative again for the on-arrival PCR test at Changi Airport.
Registration and payment for this test can be done online on this site.
Afterwards, you’ll need to commute directly to your declared self-isolation accommodation using either private transport, a taxi or a private hire car.
You will be isolating alone or along with vaccinated household members that share the same travel history, arrival date and self-isolation requirement. If there are others who do not share these with you, then you have to self-isolate in an enclosed room with an en-suite toilet.
Once you test negative on both, you will finally have a valid Vaccination Travel Pass and settle back home.
Note: Children aged two years and below are not required to undergo pre-departure and on-arrival PCR tests.
