A cement mixer truck overturned in front of the Bureau of Jail Management and Penology along Mindanao Avenue, Quezon City in Philippines on Tuesday, 15 August.

The truck tilted and crushed the car

Based on CCTV footage, the truck was traversing the road when it hit the center island, tipped and crushed the car.

“In the initial report that we received, a mixer drove straight to the centre island and tilted”, said Metropolitan Manila Development Authority spokesperson Celine Pialago in an earlier interview with DZMM.

“It is unfortunate that there were people inside the vehicle… Two of them have already been recovered, the driver and one of the passengers from the back seat. They are both “lifeless”,” she said, adding that two more are being recovered from the wreckage.

The father was declared dead on arrival

According to the Inquirer, a family of 5 was inside the vehicle when the incident took place. Victims include a man, a woman and their three children, ages 12, 8 and 4.

The passengers were immediately rescued and were brought to a nearby hospital. However, it took two hours to pull out the last person, the father who was driving the vehicle, out of the wreckage. He was declared dead on arrival at the hospital.

The truck was traversing the road during a “Total Truck Ban.”

In an earlier report by ABS-CBN News, authorities have yet to determine why the truck was traversing the road at the time when a “Total Truck Ban” between Edsa Magallanes to North Avenue, Quezon City, which is in effect every day except Sundays and holidays, is currently in place.
