With the shift to phase 3 (heightened alert), safe management measures are gradually being eased in Singapore. In line with this, the Ministry of Education (MOE) has made plans to progressively bring students back after the June Holidays.
Although, all Primary 1 to 3 students will still continue with home-based learning (HBL) for the first week of the term. Secondary 1 and 2 students will also be under HBL until 30 June.
Arrangement For Schools Under Phase 3 (Heightened Alert) In Singapore
In a press release on Monday (14 June), MOE announced that they will set in place safety arrangements for primary schools, secondary schools, junior colleges (JCs) and Millennia Institute (MI) for the first week of school for the first week of June.
As school resumes with Term 3 on 28 June 2021, here are the following arrangements made by MOE for Week 1:
- All Primary 4 to 6, Secondary 3 to 5 and all JC/MI students will return to school on Monday (28 June).
- Secondary 1 and 2 students will continue to be on HBL until Wednesday (30 June). They are to return to school the following day on Thursday (1 June).
- Primary 1 to 3 students will also be on HBL for the first week. Students will still be provided with instructions and support by their schools to access online and hardcopy HBL materials.
- From Tuesday (6 July), all levels of students will return to school.
- Centre-based classes such as Third Languages, Art and Music Elective Programmes will resume in-person lessons for graduating students from Week 1 while non-graduating students will still be on HBL.
- Centre-based classes will resume for all students starting Week 2 of Term 3.
- MOE Kindergartens and school-based Student Care centres to resume fully from Monday (28 June).
- Special education students will have staggered returns to school with their return to school on Monday (28 June) based on their needs.

MOE Urges Students And Parents To Help Reduce Risk Of Covid-19 Infection
Moving to phase 3 (heightened alert) in Singapore, MOE shared that there will still be safe management measures for all schools and Institutes of Higher Learning (IHL).
To ensure the safety of all students with the resumption of classes, MOE listed down several safety measures in place:
- Students must wear their masks in school and on campus at all times.
- Daily temperature-taking and continued temperature as well as symptom screening at entrances of IHLS will resume.
- Students and staff with Acute Respiratory Infection symptoms are required to stay away from schools and immediately see a doctor.
- There will be regular cleaning of high-touch surfaces and disinfection of premises daily.
- Frequent hand-washing throughout the day at the school will be advised and table are to be given a wipe-down after use.
- Fixed exam style seating will be arranged in schools.
- Schools will have staggered recess. During this time, students will be seated in fixed arrangement with at least 1m spacing in canteens, classrooms or at other appropriate venues.
- IHLs will continue to have dining in canteens and dining halls with necessary safety management measures.
“Students should have their TraceTogether token or app with them throughout the school day to facilitate accurate contact tracing, should the need arise,” reminded MOE.
The ministry also strongly urged all parents and students to continue being socially responsible to reduce the risk of Covid-19 infection within schools.
If a student or staff is feeling unwell, it is highly advised that they seek medical attention and not come to school or campus.
MOE also reminded parents to keep their children at home if they or any household member isn’t feeling unwell as well. They should only return to school if the household member has tested negative for Covid-19.
“MOE will continue to monitor the situation closely and make adjustments in accordance with the national posture,” said the ministry.
